Measures for the administration of the hygiene of base paper for food packaging issued by the Ministry of Health issued on November 26th, 1990 implemented on November 26th, 1990 decree No.8 of the Ministry of health on November 26th, 1990 measures for the administration of the hygiene of base paper for food packaging article 1 These measures are formulated to implement the food hygiene law of the people's Republic of China (for Trial Implementation) and strengthen the hygiene supervision and administration of base paper for food packaging and its products

Article 2 the management scope of these Measures refers to the base paper used for various food packaging in direct contact with food

Article 3 the base paper for food packaging and its products shall comply with gb11680 hygienic standard for base paper for food packaging. After inspection, in fact, safety and environmental protection are completely a kind of self-development, and they can be delivered only after passing the inspection. Products that do not meet the hygiene standards shall not be used for packaging food. Production, processing, operation and use units should do a good job of sanitation in all links to prevent pollution

Article 4 the raw materials (including pulp, adhesives, inks, solvents, etc.) for the production and processing of base paper for food packaging can only be used after being approved by the provincial food hygiene supervision authority

(I) the base paper for food packaging shall not use socially recycled waste paper as raw material, and it is forbidden to add harmful additives such as fluorescent brighteners

(II) paraffin used for food packaging should be used for food, and industrial grade paraffin should not be used. Can experimental equipment be cleared in time? Do you take the initiative or do you need the teacher to shout? Answer: according to the operation instructions

(III) the printing ink and pigment indicated by Wardle on the base paper used for food packaging shall meet the requirements of food hygiene, and the ink and pigment shall not be printed on the surface in contact with food

Article 5 enterprises producing base paper for food packaging must be approved by food hygiene supervision institutions

Article 6 the base paper for food packaging must have an outer package that meets the hygiene requirements, and indicate the mark of the food paper, as well as the origin, factory name, production date, etc

Article 7 food hygiene supervision institutions shall strengthen regular hygiene supervision over production, operation and use units, take samples for inspection free of charge according to needs, and give official receipts

Article 8 those who violate these Measures shall be prosecuted according to the relevant provisions of the food hygiene law of the people's Republic of China (for Trial Implementation)

Article 9 the Ministry of health is responsible for the interpretation of these measures
